Nope.
Do not care about a friendly bet. If you want a great example of him committing a felony, look at conspiracy to commit murder. He has admitted to it, and should be in prison. It does not matter that the target is a bag of crap terrorist, he is still a citizen and the president of the US does not have the authority to usurp the Constitution and conspire to have a citizen assassinated without due process.

ADDED: Thumbs down do not change the fact that he ordered the assassination of a US Citizen without his CONSTITUTIONALLY PROTECTED due process of law. This is CONSPIRING with federal agents to commit MURDER. That is the textbook definition of conspiracy to commit murder. He has admitted to this felony..he should be in prison. And to you supporters who thought that Bush was horrible for keeping people in GITMO without trial...Obama has signed an executive order so that he can keep prisoners in GITMO...indefinitely...EVEN IF THEY HAVE GONE TO TRIAL AND BEEN FOUND NOT GUILTY!!!!
