Why do you suppose Ohio governor Kasich is not taking the unions up on their offer?

During the SB5 battle over collective bargaining rights the unions maintained they would agree to the new contribution requirements. That is; the actually fiscal aspect of the bill. They just didn't want to lose their collective bargaining rights. The non-fiscal part of the bill.

When SB5 was struck down by popular referendum by huge margin Kasich and other Republicans warned that without the fiscal changes lay offs would occur. And then began laying people off.

Why haven't they taken the unions up on the offer to agree to the pay cuts? The unions put it in print? Why wouldn't they do that, assuming they really cared about the money and not about power?Why do you suppose Ohio governor Kasich is not taking the unions up on their offer?
The Union is concerned about losing their power. They could compromise in several situations recently (Wisconsin) but they will allow members to lose their job, so the Union Can keep its power. The State is concerned about money (how to save in or spend it in a different direction.
