What does "limmiting collecting bargaining" mean?

As in the context:

"COLUMBUS, Ohio (Reuters) - Governor John Kasich will sign later on Thursday a bill limiting collecting bargaining for about 350,000 public workers and banning them from striking, his spokesman said."

what does the quote mean? What does "limmiting collecting bargaining" mean?
Pretty much it will destroy the middle class in Ohio. Fortunately, it can go to the voters, if enough signatures are collected.

The new law does NOT JUST limit unions... it covers ALL public employees, union or not. A nonunion state worker, who made $15 an hour could see their hourly rate drop to minimum wage with a simple signature!

The law has over 500 pages. Just the media and the unions emphasized the union part.

The union issue, which is your specific question:

It limits the ability for unions to negotiate with management for certain benefits, such as health care, pensions, working conditions, etc.

Union employees would see reduced insurance and health benefits, unless they pay far higher rates (which exceed those paid by many in private industry YES I work in private industry) Working conditions could be worsened.

The taxpayers will end up paying for the bankruptcies and foreclosures of the victims of this law... Fortunately, the referendum petition will likely get signatures in record time, and the middle class will easily vote to repeal this mistake. What does "limmiting collecting bargaining" mean?
It's "collective" bargaining. Collective bargaining means that when a union is negotiating working conditions and pay with an employer, it is doing so for all of the employees. Basically, it seems like what is happening is that the state is effectively removing the unions ability to negotiate of behalf of the public workers. What does "limmiting collecting bargaining" mean?
It means that these public employees will no longer have free reign on your tax money. Therefore, they will not be able to easily increase their ever-increasing benefits.

Yes, your tax money pays for the benefits of teachers and other civil servants. It's also paying for this ridiculousness in Libya.
It's pretty much what gives unions the right to complain if working conditions are bad. This new trend is turning back the clock about a hundred years. It's an awful, awful thing and anyone who supports union busting is either an idiot or on the take.
