Why won't congress pass the stalled construction, trade, and payroll tax bills?

Why, In the Republicans' weekly address, does Ohio Governor John Kasich want to talk about things like immigration, energy and other issues, while the president is trying to focus on jobs? Why won't congress pass the stalled construction, trade, and payroll tax bills?
Jobs is what we need. Immigration is what the Republicans think will get them in office. Let them both talk. We are a people who can do two things at once and maybe one will help ease the other. The Republicans have always been for immigration reform and amnesty if you look at their record. This is just a good time to be anti-illegal and so it goes. Campaign time is here.
Lol, because of Republican ideologues. The idea that the only way for the economy to improve is to slash taxes and cut spending. The reason why John Kasich wants to focus on other things is because there is no guaranteed formula to create jobs. I mean look at TARP, it didn't really create a whole lot of jobs even though it was somewhere in the tune of $1 Trillion. He wants to brush the issue under the carpet and instead make himself look good elsewhere. Why won't congress pass the stalled construction, trade, and payroll tax bills?
I'm not sure your question is quite as clear as you want it to be. There are obviously many issues that plague our Nation right now, jobs certainly is one of them. Republicans have failed to create jobs through TARP and Democrats have failed to create jobs through their trillions in bailouts and stimulus. This comes down to an philosophical issue, Dems and Reps essentially run the economy the same way just with very slight differences in how to tax and how to cut tax. The problem lies in trying to run the economy. This concept of governments running economies is relatively new in human history, and so far it has not worked at all. Before economic tampering, over militarism destroyed economies and civilizations. The unfortunate part is, the US is doing both of these deadly acts... One can only imagine how it will end. What specific bill might that be? I don't see anything about that in active legislation. The government cannot produce more tax paying jobs than it spends, it can only create a good or bad environment for jobs, and in recent years it has been doing the latter.

The previous stimulus was primarily expansion of government and election payback that did not create self sustaining tax paying jobs to increase tax revenue. Why won't congress pass the stalled construction, trade, and payroll tax bills?
yes
