Much of this is the self-selection process -- they don't accept teenage criminals, therefore, they don't have alot of criminals on base.
The one exception to this is for sexual assault crimes. Cavalier AB in the middle of nowhere ND is most like to have a low crime rate due to the fact they are in the middle of nowhere, vs LA Air station which is in the middle of LA.
