Germany for sure / there were jets in combat but they did not produce enough to make any real difference in the war / the date I will debate however - I had to research this for another project and the first test flight of a jet powered aircraft was over the black forest in 1936 it was a secret test and there are very few notes about it (and while I have those notes still I do not have the source cited in my notes) the publicly acknowledged test was in 1939.

The ME-262 was not the first operational jet fighter. The British Meteor flew operational missions sooner. The ME-262 flew before the Meteor, but Hitler wanted to turn the plane into a bomber, and this delayed its combat debut by well over a year.

Actually, both Germany, and England came up with the jet engine almost simultaneously. (may be a bit of espionage there). Germany was the first to use jets in an operational aircraft. The 262 did'nt have much success though. The stall speed for the 262 was close to the maximum speed for a prop driven fighter. The jet was'nt good at staying in a dogfight, as it'd force the pilot to either stall, or overshoot his opponent. They had to adopt a mid-air "strafing" tactic .
