The military usually doesn't use such things, more like Federal agencies ie, ATF, etc. I don't know if there is any such actual recording, just pieces of things.

Listening to this doesn't make one insane, by the way. It's just part of an overall program to keep a holed up person off balance- a series of loud, disturbing noises designed to deny them sleep or rest.
